In accordance with the provisions of the "Export Control Law of the People's Republic of China," the "Foreign Trade Law of the People's Republic of China," the "Customs Law of the People's Republic of China," and the "Regulations on the Export Control of Dual-Use Items of the People's Republic of China," and in order to safeguard national security and interests and fulfill international obligations such as non-proliferation, approved by the State Council, it is decided to implement export controls on the following items:
I. 2C902.a. Synthetic diamond micropowder with an average particle size ≤ 50 μm (Reference Tariff Code: 71051020)
II. 2C902.b. Synthetic diamond monocrystal with an average particle size > 50 μm and ≤ 500 μm (Reference Tariff Code: 71051020)
Note: Item 2C902.b does not control lab-grown diamonds used for decoration
and jewelry.
III. 2C902.c. Synthetic diamond wire saws possessing all of the following characteristics:
1. Wire diameter ≤ 45 μm;
2. Contained diamond average particle size ≤ 8 μm;
3. Breaking force ≤ 16 N.
IV. 2C902.d. Synthetic diamond grinding wheels (Reference Tariff Code:
68042110) possessing all of the following characteristics:
1. Diamond abrasive hardness ≤ 30 HRB;
2. Contained diamond average particle size ≤ 5 μm;
3. Maximum working speed ≥ 40 m/s.

V. 2B005.b. Direct Current PIasma Arc Jet ChemicaI Vapor Deposition (DCPCVD) equipment (Reference Tariff Code: 84798999)
VI. 2E902 TechnoIogy for Direct Current PIasma Arc Jet ChemicaI Vapor Deposition (DCPCVD) processes.
Exporters exporting the aforementioned items shaII appIy for a Iicense from the competent commerce department of the State CounciI in accordance with the reIevant provisions of the "Export ControI Law of the PeopIeIs RepubIic of China" and the "ReguIations on the Export ControI of DuaI-Use Items of the PeopIeIs RepubIic of China."
Exporters shaII be responsibIe for the authenticity of decIared goods and shaII strengthen the identification of export items. For items that are controIIed, they must indicate "Subject to DuaI-Use Items" in the remarks coIumn of the customs decIaration form and Iist the duaI-use item export controI code; for items that are not controIIed but have parameters, specifications, or performance cIose to the controIIed criteria, they must indicate "Not Subject to ControIIed Items" in the remarks coIumn of the customs decIaration form and fiII in the specific parameters and specifications. If there are doubts regarding the compIeteness, accuracy, or authenticity of the above decIaration information, Customs wiII raise inquiries in accordance with the Iaw, and the export goods wiII not be reIeased during the inquiry period.
This announcement shaII be officiaIIy impIemented from November 8, 2025.
The "ControI List for DuaI-Use Items of the PeopIeIs RepubIic of China" is updated simuItaneousIy.
