In accordance with the provisions of the "Export Control Law of the People's
Republic of China," the "Foreign Trade Law of the People's Republic of China," the "Customs Law of the People's Republic of China," and the "Regulations on the Export Control of Dual-Use Items of the People's Republic of China," and in order to safeguard national security and interests and fulfill international
obligations such as non-proliferation, approved by the State Council, it is
decided to implement export controls on the following items:
l. Lithium Battery ReIated ltems
(1) 3A001 Rechargeable lithium-ion batteries (including cells and battery packs) with a weight energy density ≥ 300 Wh/kg (Reference Tariff Code: 85076000).
(2) 3B901.a. Equipment used for manufacturing rechargeable lithium-ion batteries:
1. Winding machines (Reference Tariff Code: 84798999);
2. Stacking machines (Reference Tariff Code: 84798999);
3. Electrolyte filling machines (Reference Tariff Code: 84798999);
4. Hot presses;
5. Formation and grading systems;
6. Grading cabinets.
(3) 3E901.a. Technology used for producing the items controlled under 3A001.
ll. Cathode MateriaI ReIated ltems
(1) 3C901.a.1. Lithium iron phosphate (LFP) cathode material with a tap density ≥ 2.5 g/cm³ and a specific capacity ≥ 156 mAh/g (Reference Tariff Code:
28429040).
(2) 3C901.a.2. Precursor-related items for ternary cathode materials:

III. Graphite Anode Material Related Items

(3) 3B901.c.1. GranuIation process equipment used for producing graphite anode materiaIs:
a. VerticaI granuIation kettIes with a granuIation voIume ≥ 5 m³;
b. Continuous granuIation kettIes with a granuIation voIume ≥ 5 m³ .
(4) 3B901.c.2. Graphitization equipment used for producing graphite anode materiaIs:
a. Box furnaces;
b. Acheson furnaces;
c. InternaI series connection furnaces;
d. Continuous graphitization furnaces.

3. Liquid phase coating technology.
Exporters exporting the aforementioned items shall apply for a license from the competent commerce department of the State Council in accordance with the relevant provisions of the "Export Control Law of the People's Republic of
China" and the "Regulations on the Export Control of Dual-Use Items of the People's Republic of China."
Exporters shall be responsible for the authenticity of declared goods and shall strengthen the identification of export items. For items that are controlled, they must indicate "Subject to Dual-Use Items" in the remarks column of the
customs declaration form and list the dual-use item export control code; for
items that are not controlled but have parameters, specifications, or
performance close to the controlled criteria, they must indicate "Not Subject to Controlled Items" in the remarks column of the customs declaration form and
fill in the specific parameters and specifications. If there are doubts regarding the completeness, accuracy, or authenticity of the above declaration
information, Customs will raise inquiries in accordance with the law, and the export goods will not be released during the inquiry period.
This announcement shall be officially implemented from November 8, 2025.
The "Control List for Dual-Use Items of the People's Republic of China" is updated simultaneously.
